9th Generation (K-body) - VATS Resistor Era
On-board programming makes this one straightforward, as long as you have at least one working key. Your Eldorado uses GM's VATS system: the ignition key has a resistor pellet embedded in the blade with one of 15 resistance values, and the car checks that value before allowing the engine to start. Separately, a 4-button keyless entry remote fob (FCC ID KOBUT1BT) handles lock, unlock, trunk, and panic. The VATS system ties into your Northstar V8's fuel delivery, so a bad pellet value means no start, period.
Which Key Does Your Eldorado Use?
Two separate pieces. The ignition key is a standard cut metal key with a tiny resistor pellet in the blade (VATS). The fob is a separate 4-button keyless entry remote that handles lock, unlock, trunk, and panic via radio.

Security Key (VATS Resistor) Failure
Owners think the starter is dying when their Eldorado cranks but will not fire. Usually VATS is rejecting the resistor pellet value. Immobilizer cuts fuel as theft deterrent: cranks but starves. We test the transponder first, cut and program a new key.
Trunk Latch System Failure
Before recommending anything, we check whether the issue is the remote signal, latch actuator, or wiring harness. The Eldorado trunk release has integrated electronics that fail in multiple places. Remote signal is quick; latch mechanism is a body shop.
Ignition Switch Recall (NHTSA 00V217000)
GM issued a recall (NHTSA 00V217000) on 1997-2000 Eldorado ignition switches because they could fail and shut the engine off while driving. Creates an immobilizer bypass risk. Get the recall at the dealer free, then call us for a fresh key.
Can You Program an Eldorado Key Yourself?
There is no DIY procedure for the 1998-2000 Eldorado VATS system. We have to read the resistor value from the cluster directly and cut a matching key with the right pellet. Attempting it without the right equipment risks locking out the BCM entirely, which turns a $200 job into a much bigger problem.
