9th Generation (K-body) - VATS Resistor Era
The 1998-2000 Eldorado kept the same two-piece key arrangement across the run. Ignition is a metal blade with one of 15 VATS resistor pellet values pressed into the bow. The remote is a separate 4-button KOBUT1BT fob with lock, unlock, trunk, and panic. Pairing the remote uses on-board programming with one working remote already in hand. The pellet side needs a meter read or a column harness read if all keys are lost.
Which Key Does Your Eldorado Use?
Two pieces. The ignition key is a standard-cut metal blade with one of 15 VATS resistor pellet values pressed into the bow (you can see the tiny dark dot if you look). The remote is a separate KOBUT1BT 4-button fob with lock, unlock, trunk, and panic. Cadillac kept them physically apart on the Eldorado, unlike the DeVille remote head key.

Security Key (VATS Resistor) Failure
Owners think the starter is dying when their Eldorado cranks but will not fire. Usually VATS is rejecting the resistor pellet value. Immobilizer cuts fuel as theft deterrent: cranks but starves. We test the transponder first and cut a fresh key curbside.
Trunk Latch System Failure
On the Eldorado remote, owners assume the fob is dead when lock and unlock stop. We check the CR2032 first, then the receiver in the dash, before recommending a new KOBUT1BT. Half the time it is the receiver, not the remote. Diagnosis before parts.
Ignition Switch Recall (NHTSA 00V217000)
GM issued a recall (NHTSA 00V217000) on 1997-2000 Eldorado ignition switches because the wafers and VATS contact pads could fail and cause stall or no-start. Eldorado cranks but does not run, pellet reads correctly? Ignition switch is next suspect.
Can You Program an Eldorado Key Yourself?
There is no DIY procedure for the 1998-2000 Eldorado VATS pellet side. We have to read the existing pellet value off your key with a meter, or if all keys are lost, pull a value off the ignition column harness, then cut a blank with the matching resistor pressed in. The KOBUT1BT remote side, on the other hand, does have an on-board pairing routine if you have one working remote.
