My price for a 2007 Kia Spectra key covers everything. The blank, the cut, the transponder chip, and the programming through OBD. I drive to your car and do it on the spot. It usually comes out to around 98, and there's no "diagnostic fee" or "programming labor" tacked on after.

Dealers break it into pieces on purpose. Key blank, $80. Cutting, $30. Programming labor, $120. Shop fee, $25. A software developer at his office lot in Port Hueneme found that out the hard way.
