You use both existing keys in a specific ignition sequence to put the system into programming mode, then the new key gets added.

If you only have one working key, that self-service sequence is locked out. The system will not enter programming mode with fewer than two validated keys already in memory. That is the situation where you need someone with the right equipment to do an all-keys-lost procedure instead. If you are at one key right now, do not wait until you are at zero.
