Toyota's immobilizer programming is not a dealer-only procedure. The car's ID box or smart box checks the transponder chip through a coil or antenna. Programming means registering a new chip code to that module. I do it through the OBD port with a cable and a diagnostic computer. No dealer bay, no lift, no Toyota subscription software for most models on the road.
A guy at the Home Depot in Poway was convinced his 2004 Toyota Echo had to go to the dealer for a new key. A forum post from 2011 told him that. The dealer's website reinforced it.

His car sat in the same parking spot. He paid $77. The dealer wanted $174 and an appointment next week. The programming happened through a port under the dash. The car does not care whether the key was programmed in a dealer service bay or a parking lot.
