A key that is cut correctly but not programmed will do exactly that: crank, start briefly, die. The immobilizer is doing its job. Programming tells the system to recognize and accept the new chip code, and after that the car runs normally every time.

This generation of Crown Victoria supports an onboard key relearn sequence that lets you enroll an additional transponder key using the ignition, as long as you already have two previously programmed keys, or in some versions of the procedure, at least one. The exact steps involve turning the ignition between the programmed key and the new key within a specific time window.

The catch is that the new key blank still needs to have the right transponder chip inside it, and it needs to be cut to fit your ignition. If you buy a pre-chipped blank and have it cut, the onboard sequence may handle the rest. My Crown Vic cranks but immediately stalls every time. Could this be a key or immobilizer problem?

That crank-and-immediately-stall pattern is a classic immobilizer response. The engine management system receives a start signal but the security system does not confirm a valid key, so fuel or spark gets cut within a second or two of starting.

A few things can cause it: a key that was never programmed, a key that got erased somehow, a cracked or shifted antenna ring around the ignition cylinder, or in some cases a module that has lost its learned key data. It can also point to an anti-theft component issue separate from the key itself.
