The immobilizer module itself can have an issue. I diagnose which piece is actually failing before replacing anything. Replacing a key when the antenna ring is the real problem just means you've spent money and the car still won't run.

Usually, yes. The transponder chip in a turn-key like this doesn't have a battery, so sitting unused doesn't drain it. The programming stays intact as long as the chip itself hasn't been damaged by heat, a strong magnetic field, or physical cracking of the key head.

Where long-stored spare keys sometimes fail is the blade: if the original ignition cylinder has worn over years of daily use, a freshly cut spare may actually turn more smoothly than the primary key. The one thing worth checking is whether the spare was ever actually programmed in the first place. Some owners discover their "spare" was cut but never enrolled. I can test a key in about two minutes to tell you whether it's live or just metal.

Can a locksmith make a key for a 1996 S40 if I have zero keys left?

Yes. All-keys-lost on this generation is a workable job.
