A few things can cause this and the fob itself is only one of them.

First check the obvious: the CR2032 in the fob. A battery that reads okay on a tester can still drop below the threshold the car needs for reliable communication, especially in a warm car or in direct sun. Swap the battery before anything else.

If the warning keeps coming after a fresh battery, the next thing to check is whether any thick metal objects, other key fobs, or wireless chargers are sitting right next to the BMW fob. RF interference in that immediate range is a real and commonly overlooked cause.

If neither of those is it, the issue could be inside the fob itself, a detuned antenna loop or a cracked solder point from a drop, or it could be on the vehicle side with the antenna that reads the fob near the ignition area. That part of the diagnosis is something I run on site with the right equipment, not something you can rule out at home.

I bought a replacement fob online for my 2021 X3. Can I program it myself or do I need someone with tools?

You need someone with tools. There is no button sequence or ignition-cycle trick for the current-generation X3. The fob has to be registered to the vehicle through a diagnostic interface, and on this platform the body control module tracks enrolled keys and requires a proper backup-and-write process. A fob you bought online is just a blank until that happens. If it was listed as pre-programmed, it was not programmed to your car specifically, that is not how this system works.
