Ford's PATS programming isn't a dealer-only procedure. It hasn't been for years. The car's immobilizer checks the transponder chip through a coil around the ignition or through a proximity antenna on push-to-start models. Programming a new key means telling that immobilizer to accept one more chip code. I do it through the OBD port with a cable and a computer. No dealer bay, no lift, no Ford-only software.
A customer at the mall near Carpinteria Creek Park was convinced her 2016 Ford Edge needed to go to the dealer for a new key. She'd been told that by a friend, by the dealer's website, and by a Google search that landed on a forum post from 2012. All of them were either wrong or outdated.

Her smart key, FCC ID M3N-A2C31243300, was a 5-button smart fob that I programmed and tested right there. Lock, unlock, push to start, remote start, all working before she finished eating.
Her car sat in the same parking spot the entire time and she paid about 261. Dealer wanted 447 and an appointment next week. The car doesn't know or care whether the key was programmed in a dealer bay or a mall parking lot. The security handshake is identical either way.
