Steering lock faults on E-series BMWs are one of the calls I get every week, and dealers always escalate it to a full ELV module replacement. The electronic steering lock on 3-Series, 5-Series, and X models from this era develops a fault where the key slots in but the car won't go to "on." You get an ELV warning on the dash and no crank. The dealer quotes a new ELV module, new keys, and a full reprogram. That runs 200 or more for what is often a voltage or calibration issue.
