The vehicle reads the transponder chip at close range even without battery power in the fob. First move is the CR1632 swap. That specific cell is thinner than most people expect, and if someone put a different coin cell in there at some point, you can get this exact symptom. Even a genuine CR1632 that's sitting slightly off the contact will behave this way intermittently.

If a fresh, correctly seated battery doesn't clear it, the next step is checking whether the fob itself needs re-registration. On this generation, a fob can lose its pairing to the vehicle without obvious cause, sometimes after a dead 12-volt battery in the car, sometimes after extended exposure to certain RF interference. That's a diagnostic tool job, not a button sequence.

Don't assume the fob is dead until those two things are ruled out. Fob replacement on this system requires programming either way, so it's worth verifying the existing one first.

I bought a replacement fob online for my 2011 RAV4. Can I program it myself?

No. The Smart Key system on this vehicle requires professional diagnostic equipment to register a new fob. There is no ignition-turn sequence or button trick that works here. That type of onboard self-programming applies to older bladed transponder key setups, not to this Smart Key system.
