Programming is the step that writes your van's specific code to a new chip so the system recognizes it. Without that step, a perfectly cut key blade will turn the ignition and still leave you going nowhere. The cut and the programming are two separate jobs, and both have to be right.

That crank-and-immediate-stall pattern is one of the clearest signs the immobilizer is not recognizing the transponder chip. The engine control system allows the van to crank, then cuts fuel or ignition within about a second when it does not get a valid chip response. It can happen with a worn or damaged key, a key that was never properly programmed, or a chip that has failed inside the key head -- the plastic looks fine but the chip inside is dead.

It can also happen if the antenna ring around the ignition cylinder is damaged or has a broken wire. The ring is what powers and reads the chip, so if it is not working, even a correctly programmed key looks invisible to the system.

I can diagnose which side is the problem on site. If the chip is the issue, I program a replacement. If the antenna ring has a fault, that gets identified too before you spend money on a new key that still will not start the van.

I found a replacement key blank online for my 1999 Sienna. Can I just get it cut and skip the programming?

You can get it cut, but the van will not start with it. Buying the blank online is fine; just know the cut alone is only half the job.
