What is the cheapest way to handle all-keys-lost on my 2003 Elantra?

There's no separate emergency blade to slide out. What this means practically is that the blade, the transponder chip, and the remote buttons are all part of the same key. If the blade breaks or the housing cracks, the whole unit needs to be replaced and reprogrammed. Some later Hyundai smart fobs do have a hidden insert blade, but the 2003 Elantra remote head key is not that style.

My 2003 Elantra starts fine but the remote buttons stopped working. Do I need a whole new key?

Not necessarily. On the remote head key for this generation, the transponder that starts the car and the RF transmitter that runs the remote buttons are separate circuits in the same key head. First thing to check is the battery inside the fob. These take a small coin cell, and a weak battery will kill button range before it affects starting at all. If a fresh battery doesn't bring the buttons back, the remote side may need to be re-synced to the receiver in the car. That's a quick procedure done on site. If the circuit board inside the head is actually failed, then yes, a replacement key is needed, but that's the last step, not the first.

I bought a replacement remote head key online for my 2003 Elantra. Can I program it myself?

The remote buttons on this generation can sometimes be synced with an onboard sequence if you still have a working key, but the transponder chip side is a different story. The chip has to be enrolled to the immobilizer, and that requires a programmer. So if you're starting from a blank aftermarket key with no existing working key, you need professional equipment to complete the job.
