There's a stretch along Seacoast Drive in Imperial Beach where people park close to the water and don't think twice about it. That's where I met this one.

A woman was staying near the Seacoast neighborhood, visiting from out of state, and her only key for her 2000 Grand Cherokee had stopped working.
