That crank-and-stall pattern is a classic sign the immobilizer is not releasing the fuel system after start. The engine fires on the residual fuel in the line, then the immobilizer cuts it. On a truck this age it can show up as a security warning on the dash, or sometimes no warning at all. The cause is usually the transponder chip in the key not being read cleanly.

2002 Toyota Tacoma Remote Replacement - Fast, Affordable & Professional

A guy was stranded on the shoulder just inside South Oceanside, not far off the freeway, with half a key blade in his hand and the other half lodged in his Tacoma's ignition cylinder.

He had already called another locksmith. That quote came back fast: full ignition replacement, drilling included. He didn't love that answer, so he called me instead.

When I got there, I could see the break was clean and the fragment hadn't rotated past the shear line, which is the situation you want. No wafer damage visible from the tip. I used a dedicated extraction tool designed for Toyota's keyway to work around the stuck piece and pull it out without disturbing the wafers inside the cylinder. Once it was out, I decoded the lock from the wafer positions, cut a fresh replacement blade to match, and programmed the transponder chip through the OBD port so the immobilizer would accept the new key.

His remote fob was still on his keyring and working fine. Since the remote is a separate unit on this generation Tacoma, it didn't need to be touched at all.

The cylinder works exactly the way it did before. No drill marks, no new hardware, nothing replaced that didn't need to be. The other locksmith's plan would have cost him significantly more and left him with a different ignition than the one that came with his truck. Non-destructive is always the first call.
