It's the module that the FOBIK inserts into on the steering column. Over time the internal contacts wear out, the FOBIK starts sticking, and eventually the key won't turn or won't come back to the OFF position. The dealer will tell you the whole module needs replacing.

A weekend golfer at the course in Fillmore had been fighting his 2012 Chrysler Town & Country ignition for weeks. He'd wiggle the FOBIK, push it in harder, wait for it to catch.
