A few things can cause it: a worn transponder inside the fob, a failing antenna ring around the ignition cylinder, or a key that has lost its programming. On a vehicle this age, the ignition antenna ring is a real suspect. I diagnose this on site. If it's a transponder or programming issue, I handle it then and there.

The lock and unlock buttons on my GS fob stopped working but the car still starts fine. Why would that be?

Because the remote and the transponder are two separate systems sharing one housing. The transponder communicates with the immobilizer through a passive signal near the ignition, and it doesn't need much battery power to do that. The remote buttons, on the other hand, have to transmit a radio signal across a distance to the body control module, and that takes more power.

A CR1616 that's running low will often lose remote range before it affects the start function at all. Swap the battery first. If fresh CR1616 cells don't bring the remote back, the issue is either a lost remote pairing or a fault in the receiver. That's a programming job, not a hardware replacement in most cases.
