There's a Euro specialist shop tucked into the Via Real Corridor in Carpinteria that I've gotten calls from before. They're good with engines, suspension, all of it. Keys are a different story.

They called me on a 2003 XJ that had already been through a rough night. A locksmith had attempted an all-keys-lost job on the car, something went sideways during the key management module read, and the module came out of it in a locked state. No fob the shop tried would communicate with it. The car just sat there, completely indifferent to anything electronic you pointed at it.

I drove out with my bench recovery equipment. The first thing I did was pull the key management module and read it carefully, checking what state the EEPROM was actually in before touching anything else. The original data was recoverable. I pulled a clean dump, generated a fresh key file from it, wrote that to a new remote flip key, and reinstalled the module.

The fob they had on file was the correct one for the car, four buttons, the factory part number matching what the XJ left the factory with. Once the module was back in and the new key was paired, I walked every function: remote lock, remote unlock, the other two buttons, and the blade in the door cylinder. Everything answered.

Total time was close to two hours. That's longer than a standard XJ key job, which usually runs well under an hour, but a module recovery is its own thing. The shop told me the dealer had quoted significantly more for the same outcome and would have needed the car for at least a day. It left the bay running the same afternoon.
