Yes, with a caveat. The 2016 Q60 Intelligent Key requires professional diagnostic equipment to register a new fob to the vehicle's security system. There's no button sequence or ignition trick that handles it on a smart key setup like this. So the programming side is covered either way.

The risk is in the fob itself. Q60 and Q50 owners on forums have reported buying what looked like the correct fob, getting it programmed, and then dealing with inconsistent recognition or remote range that never matched the original. When the key gets pulled and inspected, the internal components don't match what the car expects. If you already bought one, bring it. I'll tell you whether it's worth programming before we start. If it looks wrong, I'll say so upfront rather than charge you to program something that won't hold.

My Q60 starts fine but the door handle touch sensors are intermittent. Is the Intelligent Key failing?

Probably not the fob. If the car starts and the key-not-detected warning isn't showing up, the fob is communicating with the system. Touch-sensor unlock failures on these tend to be door-side: the capacitive sensor in the handle gets contaminated, or the wiring to that door develops an intermittent connection.

A quick test is to check whether the issue is isolated to one door or happening on all of them. One door acting up while the others work normally almost always points to that door's hardware, not the key. Clean the handle area, especially the sensor zone on the underside of the grab area, and retest. If it stays flaky on just one door after that, you're looking at a sensor or connector issue, and that's a separate job from anything key-related.
