Saturday morning near Simi Hills Golf Course in Simi Valley, a soccer league coach flagged me down in the community center lot. He had a 1999 Buick Lesabre that cranked and died after two seconds, every time. Textbook PASSKEY III fuel disable.
He told me another locksmith had already come out, charged him full price, and left saying the BCM was dead. That is the line a tech gives when they do not understand the PK3 security relearn timing.
The BCM was not dead. When I plugged my IM608 into the OBD-II port, the body control module (BCM board ending in 09378650, common on this generation H-body) had a stored DTC B2960, which is "security system key transponder authentication failure." That code means it tried to read a key and the relearn sequence was never completed. The previous tech had gotten locked out mid-procedure and walked away.
I used my B111 Lishi to decode the sidebar and verify the mechanical cut was correct. Then I cleared the faulted key data, entered BCM security access with the timed 10-minute learn window, and ran a clean PK3 transponder relearn. After that, the KOBUT1BT remote just needed a standard on-board pairing: ignition on, hold lock and unlock together, one chime, press lock on the new remote, done.
He sat in the driver's seat, turned it over, and the engine held. No two-second stall. He just nodded at the dash for a while like he was waiting for it to quit again.
The whole thing was a locksmith problem, not a module problem.
