Yes, broken key extraction is a standard call for me. I carry the tools to pull a broken key piece from a Toyota ignition cylinder without pulling the whole column apart.

Once it's out, I decode the lock and cut a fresh key on site. You don't need the broken piece to be intact for that. One thing worth knowing on this generation RAV4: the key shell itself can become brittle over time, especially if the original has been on a heavy keyring for years. The plastic head takes the stress every time the key is turned, and eventually it cracks or snaps at the base. If your key is showing wear at the plastic head, that's a sign to get a replacement cut before it becomes an extraction job.

If the key turns freely but nothing happens, check the battery connections under the hood. A weak battery on any vehicle can mimic all kinds of electrical gremlins.

If the key is visibly worn, especially thinned out at the tip or with rounded cuts, that's your answer. Get a fresh key cut to spec and test again before chasing anything else.

What I do differently is decode the lock and cut to the original specification, not to the worn profile. The result is a key that fits the cylinder the way it did when the car left the factory. For a vehicle this age, that distinction matters more than it would on a newer car with a fresher key.
