A guy in the Home Depot lot near Camarillo Ranch House flagged me down during his lunch break. His 2013 Prius was throwing "Key Not Detected" on the MFD, and the push-button start was dead. He had one surviving fob and needed a second, but the real problem was he thought only the dealer could touch it.
He had read a PriusChat thread from 2011 that said Toyota's immobilizer was dealer-locked. That was sort of true back then. Not anymore.
I plugged into the OBD-II port under the dash and connected to the Smart Key ECU. The 2013 Prius runs Toyota's SEED-based immobilizer through that module, board number 89990-47051. My diagnostic tool pulls the SEED key, generates the registration data, and writes the new HYQ14ACX fob into the system. Same process the dealer's Techstream runs, just without the service bay and the week-long appointment wait.
Cut the emergency insert blade on site, tested all four buttons, tested both door handle touch sensors, ran push-button start twice. He sat in the driver's seat watching the dash the whole time like he expected an error. Nothing. Clean start, clean lock, clean unlock.
He ate the rest of his sandwich while I packed up. The whole thing took about 25 minutes. His car never left the parking spot.
