A mechanic shop near Las Posas Park in Camarillo called me about a 2009 Explorer that another locksmith had walked away from. The story was familiar. The other tech started an all-keys-lost programming job, the car battery sagged mid-write, and the BCM locked into a PATS fault state. Theft indicator on solid. No crank. The shop told the owner the next step was a flatbed to the dealer.
I asked them to leave it where it was.
First thing I did was hook my jump pack directly to the battery terminals. Not the jump points under the hood, the actual posts. Voltage read 11.4, which on these fourth-gen Explorers is enough to cause the module 7A (instrument cluster, which houses the PATS transceiver on this platform) to lose its handshake with the PCM during key registration. Ford TSB 06-22-1 covers PATS concerns tied to low voltage conditions on this era of vehicles, and this was a textbook case.
I cleared the DTCs with my IM608, including B1213 (less than two keys programmed) and B1600 (PATS error). With battery voltage stable at 12.7, I ran a clean PATS key learn through the OBDII port. The OUCD6000022 remote head key took on the first cycle. Cut the H84 blade on site, tested remote lock, unlock, and trunk, then started the engine twice cold to confirm the immobilizer was happy.
The mechanic watched the whole thing. He asked me what went wrong, so I showed him the voltage log. Now he tells his customers to check battery health before any key work. Good shop.
